## Summary
- The agreement discounts token-based Claude usage by 40%.
- Eligible agencies do not face a minimum purchase requirement.
- FedRAMP-authorized environments are available for sensitive unclassified work.

## A consumption-based OneGov agreement

The U.S. General Services Administration expanded its OneGov agreement with Anthropic to provide a 40% discount on token-based usage across Claude models available to government customers. Agencies pay for what they use without a minimum order, according to the agreement announced Tuesday. Eligibility extends across federal executive, legislative and judicial organizations as well as state, local and tribal governments. Buyers can order directly, through resellers or through major cloud platforms, and the offering includes FedRAMP-authorized environments for sensitive unclassified workloads. ## A shift from seat licenses to metered use

Nextgov reported that the new arrangement replaces an expiring offer that gave federal agencies access to Claude enterprise and government products for $1 per user. The metered model can align cost more closely with actual model usage, but it also requires agencies to monitor token consumption and control unexpectedly expensive workflows. [3](https://www.nextgov.com/acquisition/2026/10/gsa-unveils-token-based-onegov-pricing-claude/416855/)

Anthropic estimated that the discount could save government buyers $1 billion. GSA separately said OneGov has generated more than $1.8 billion in savings, including about $1.6 billion from AI agreements. Those are program and vendor estimates, not guarantees that every participating agency will reduce its total technology spending. ## Implementation questions for agencies

Lower unit prices can make pilots and routine workloads easier to start, but procurement is only one part of deployment. Agencies still need approved use cases, data classification rules, records policies, evaluations, human review and controls over connectors or actions that could reach other systems. The agreement gives buyers multiple ordering paths and access to models in authorized environments, while individual agencies remain responsible for deciding what work is appropriate. The practical outcome will depend on whether consumption pricing produces measurable mission value without creating new security, oversight or budget-management problems. ## How agencies can control consumption

Token pricing makes unit costs visible but can produce volatile bills when usage grows or agents perform long, repeated tasks. Agencies can set project budgets, monitor cost per completed workflow, cap context sizes and separate experimental accounts from production workloads before making a discounted model broadly available. [1](https://www.gsa.gov/about-gsa/newsroom/news-releases/gsa-anthropic-reach-onegov-agreement-on-discounted-consumptionbased-pricing-10272026) [2](https://www.anthropic.com/news) [3](https://www.nextgov.com/acquisition/2026/10/gsa-unveils-token-based-onegov-pricing-claude/416855/)

Procurement teams should also compare the discount with total deployment cost, including cloud hosting, integrations, security review, staff training and records management. A lower model price is useful only when the supported workflow saves time or improves service enough to justify those surrounding expenses and ongoing oversight.
